"Ayon kay Sec. Diokno wala raw kinalaman ang DBM sa pagpapatupad ng mga specific na proyekto ng mga kagawaran. Ang tanging papel lang namin ay total budget ceiling".
The Department of Budget and Management (DBM) on Monday vehemently denied “fund scam” allegations in the Flood Mitigation Structures and Drainage Systems program of the Department of Public Works and Highways.
In a statement, the DBM tagged as “irresponsible and misleading” the claim of House Majority Leader Rep. Rolando Andaya Jr. that budget insertions were made by the department.
The House Committee on Rules led by Andaya flagged an amount of P332 billion in the supposed flood fund scam, which comprised of P213 billion worth of appropriations from 2017 to 2018 and the proposed allocation of P119 billion for this fiscal year.
Budget Secretary Benjamin Diokno had repeatedly dismissed as “mere adjustments” the supposed insertions as claimed by the House leader. The DBM today echoed this dismissal.
It also noted the allocations for 2017 and 2018 were “reviewed, amended and approved” by Congress and President Rodrigo Duterte himself.
